Statewide drive to cover 31 flagship schemes through convergence, technology-based monitoring

Raipur, June 19, 2026/ The Chhattisgarh government is set to launch the ‘Sugghar Chhattisgarh’ campaign, a statewide initiative aimed at ensuring that every eligible family receives the benefits of key welfare schemes through a saturation-based approach across 23 districts.

Chief Minister Shri Vishnu Deo Sai said the foundation of a developed Chhattisgarh lies not only in infrastructure creation but also in ensuring the timely and effective delivery of government schemes to every family. He said the government’s objective is not merely to implement welfare programmes but to ensure that their benefits bring visible improvements in people’s lives.

Describing the campaign as an extension of this vision, he said the state aims to build a governance system in which eligible beneficiaries do not have to run from office to office for assistance, but are proactively connected with welfare schemes.

The ‘Sugghar Chhattisgarh’ campaign is modelled on the success of the ‘Niyad Nella Nar’ initiative launched in Bastar division in 2024, which improved service delivery and expanded the reach of welfare schemes in remote and sensitive areas. Following its expansion to 10 districts as ‘Niyad Nella Nar 2.0’, the state government is now extending the model to the remaining 23 districts across the Raipur, Bilaspur, Durg and Surguja divisions to connect rural families with welfare schemes.

The campaign will focus on the saturation of 31 beneficiary-oriented schemes covering social security, housing, employment, food security, healthcare, education, women’s welfare, agriculture, skill development and basic citizen services. These include MGNREGA job cards, Pradhan Mantri Awas Yojana (Gramin), Jal Jeevan Mission, Ayushman Bharat, pension schemes, PM-Kisan, Kisan Credit Cards, Mahtari Vandan Yojana, Jan Dhan Yojana, labour cards, forest rights titles, Aadhaar services and various citizen certificates.

A key feature of the initiative will be a technology-driven monitoring mechanism. The Chhattisgarh Infotech Promotion Society (CHiPS) will develop an integrated ‘Sugghar Chhattisgarh Dashboard’ to track scheme-wise progress in real time from the state level down to gram panchayats and villages. The dashboard will provide information on beneficiary coverage, pending cases and saturation levels, enabling faster and more transparent decision-making.

The campaign will be implemented in three phases. The first phase will involve village-level surveys and data mapping to identify eligible families. The second phase will focus on special saturation camps at village, cluster and block levels to connect beneficiaries with schemes and services. The final phase will involve continuous monitoring, review and evaluation of outcomes.

District collectors will oversee implementation at the district level, while divisional commissioners will conduct periodic reviews. A state-level committee headed by the Chief Secretary will monitor overall progress.

Describing the initiative as a major step towards citizen-centric governance, Chief Minister said the campaign would help ensure that every eligible family gains access to development opportunities, social security and government services, strengthening the foundation of a developed Chhattisgarh.
