Technology-driven “Prachar App” to enable outdoor media monitoring

The Public Relations Department has launched the “Prachar App” to curb delays in installation and the premature removal of government advertisements by vendors in the outdoor media sector.

The app is aimed at strengthening real-time monitoring and ensuring accountability in the display of government campaigns across outdoor platforms including at unipoles, digital wall paintings and LED van campaigns. Its impact is particularly high at high-footfall locations such as airports, railway stations, bus terminals, bus stops, and major transit routes.

This technology-based monitoring system “Prachar App” operates in three stages. In the first stage, the department plans the campaign, selects empaneled agencies and their assets, and assigns campaign tasks. In the second stage, vendors review the campaign, prepare implementation plans and assign assets installation responsibility to mounters. In the third stage, mounters install creative materials at designated locations on the ground.

To ensure real-time monitoring, an Android application has been developed for mounters. Through this app, it is mandatory for mounters to upload geo-tagged and time-stamped photos in three stages: before installation, immediately after installation, and at least once daily during the campaign period. These images are first reviewed by the vendor agency and then submitted online to the department.

This end-to-end system ensures transparency and provides the department with near real-time information on all active campaigns. It enables individual tracking of each outdoor asset and allows for prompt corrective action when required.

In this context, Public Relations Commissioner Shri Rajat Bansal had recently chaired a workshop with all empaneled agencies. He emphasized the adoption of the technology-based “Prachar App” solution for effective monitoring of outdoor media.

The new system has already been implemented for hoardings and unipoles from April 1, 2026, and will soon be extended to other formats such as LED screens, branding, and digital wall paintings.

Similarly, numerous complaints had been received regarding printing, leading to the cancellation of the tender process. A new printing policy will be implemented at the earliest. For this purpose, printing policies of various states are being studied to introduce a more effective and transparent framework.
